It's been disabled until the forummotion coders have considered upgrading the function, meaning:
- getting a proper point system for the reputation
- setting a new section to show who repped/negged you
- having a better reputation representation (ie. a bar)

Until then, we won't have it. This is to prevent rep and neg-whoring
